Yes! This is an idea that should have been implemented a long time ago, I couldn’t agree more. I have been living in China for five years now, and every year around their Spring Festival I get reminded as to why I agree.

是的!这是一个很久以前就应该实现的想法，我不能再同意了。我已经在中国生活了五年了，每年春节前后，我都会想起我为什么会同意这个观点。

First of all, moving industries to regional areas would reduce the amount of migrant workers inside of Tier-one cities. In Beijing, According to the National Bureau of Statistics (NBS), almost4% of the current population of Beijing in 2013 consists of migrant workers. In a city with more than twenty million people you probably imagine what happens when it is time for all of those people to return to their hometowns at the same time, complete chaos. The fact is, a large amount of people are unable to buy train tickets, bus tickets or any other kind of ticket, even standing tickets, leading to them not being able to return home for the most important celebration of the year.

首先，将产业转移到地区地区将会减少一线城市的外来务工人员的数量。根据国家统计局(国家统计局)的数据，2013年北京的人口中，有近4%的人是外来务工人员。在一个人口超过2000万的城市里，你可能会想象，当所有这些人同时回到家乡的时候，会发生什么，完全的混乱。事实上，很多人都无法买到火车票、车票或其他任何一张票，甚至连一张票都无法买到，这导致他们无法回家参加今年最重要的庆祝活动。

Second, moving industries and businesses outside of large cities means that the average GPD of China could be increased. As it is now, the majority of workers in the countryside can only work at farms. This is because many of them can’t afford going into the bigger cities to look for work, while some of them have to be responsible for taking care of their families. Allowing them to work closer to home would allow them to earn more money, increasing the average GPD of China.

其次，在大城市以外的行业和企业的发展意味着中国的平均GPD可能会增加。就像现在这样，农村的大多数工人只能在农场工作。这是因为他们中的许多人负担不起进入大城市寻找工作的费用，而他们中的一些人必须负责照顾他们的家庭。允许他们在离家更近的地方工作，可以让他们赚更多的钱，从而增加了中国的平均GPD。

Third, industries and businesses being relocated to regional areas would increase China’s educational level. This point is related to my second statement, due to the fact that working in basic agriculture does not need any kind of education, instead all of the related knowledge will be learned first-hand while doing the job. If the possibility of work opened up for them, more people would feel inclined to study harder and achieve a higher educational level. Needless to say this is something that can only benefit a country.

第三，产业和企业搬迁到地区，将提高中国的教育水平。这一点与我的第二个声明有关，因为在基本农业中工作不需要任何形式的教育，相反，所有相关的知识都将在工作中直接学习。如果工作的可能性为他们打开了，更多的人会倾向于更努力地学习，从而达到更高的教育水平。不用说，这是对一个国家有益的事情。

On the other hand, the major disadvantage of industries and businesses being relocated to regional areas could be increased prices due to logistics costs. However, I do not see this as a deal breaker compared to the advantages. One thing to remember is that all of the businesses or industries won’t be moved, which means that lower-priced products would still be available on the market.

另一方面，由于物流成本的增加，产业和企业搬迁到地区的主要劣势可能是价格上涨。然而，我并不认为这是一种比优势更大的交易。需要记住的一点是，所有的企业或行业都不会被转移，这意味着低价产品仍然可以在市场上销售。

To summarize, the relocation of businesses and industries to regional areas would allow more people to spend holidays with their families. It would also increase the importance of education and allow for people in the countryside to earn more money. I am a strong believer of this motion.

雅思大作文题目讲解

本题从提问方法上来看属于典型的agree题型的变式，虽然没有出现“agree”这个字但是同样询问考生的立场，也就是常说的“单边讨论”。从话题内容上，属于政府和社会类相结合的题型。虽然题目中直接提到了这是一个政府行为，但从内容的分析来说则需要多从社会各方面的角度展开。

文章的展开虽然要浓墨重彩地阐释自己认为更重要的advantage或者disadvantage，也要兼顾与自己立场相对的一面，即虽然有所侧重，但双面立场都应该进行解释。全文结构除去引入话题的开头和总结全文的结尾，建议将advantage和disadvantage分别写一段。多举例引述。

段落一：话题的引入。鉴于相关的污染等问题，很多地方的政府正在鼓励将一些工商业搬离市区。对于这种做法的优缺点有很多的讨论。我认为这样做的危害大于优点。

段落二： advantage 政府这样做的最基本目的是保护大城市的环境。从这个角度来说这样做是有很多好处的。有很多行业，留在城市中会污染城市的环境。可以引述的实例有中世纪的伦敦(Medieval London)，因为不堪忍受气味和产生的垃圾，政府规定屠宰工作不得在伦敦市区内进行。又如，在21世纪初，首钢集团将炼钢厂都搬离了北京。

段落三： disadvantage 但是对于这个问题的影响，仅仅关注对城市的影响是不合理的。

首先，搬迁这些问题仅仅是将问题转移而不是解决问题，城市的受益是建立在边远地区遭受问题的基础之上的。例如，首钢将炼钢厂搬离北京，会将北京原本遭受的污染问题转移到新的厂址的地区。因此这样做是一个自私的决策。

其次这样做会因为较少了对这些问题行业的关注而推迟了最佳解决方案的发现。由于现在很多研究者和决策制定者都居住在城市，只有发生在城市的问题才能得到大量的关注。如果让这些行业搬出城市。必然会让问题得不到关注，因而得不到最好的解决、因为这样做还是一个短视的决策。可以举例说也许首钢没有将钢铁厂搬离北京，可能目前已经发现了一些更加环保高效的生产方式。

总结：从上面的讨论可以看出，虽然政府这样做有一定的合理性，但不能忽视其他的一些重要不足之处。总体来看，我认为这样做是不仅自私而且短视的决策。
