When it comes to the issue about who should be the target for charity organizations, some people may argue that domestic residents in need should be the main focus of those organizations, but others believe that supporting poor people without geographical limitation should be a priority for charity organizations.

On one hand, it may be more effective to provide people in greatest need with support. Even in the current era, a lot of people in the world, such as residents in South Africa, still suffer from poverty, famine and diseases. If charitable funding could be allocated to those poor people, at least, they could better guarantee their food supply, medical insurance and other basic needs. Thus, compared to donating money to domestic residents, especially residents in developed countries, supporting people in impoverished areas may serve to save more lives.

On the other hand, helping local people could function to stabilize the society. It is acknowledged that the unemployment rate is increasing in a lot of countries, which may even lead to some social conflicts. Providing that more budgets of charity organizations could be used for helping local people who lose their jobs, they could maintain their life quality and try to seek a new job. Therefore, assisting domestic citizens could bring benefits to their countries’ social order because the poor may not starve to death with the help of charity.

From my own perspective, these two options do not necessarily contradict each other, but could be applied simultaneously. A small part of charitable funding could be preserved for international purposes. If there occurred some catastrophes in some countries, such as earthquake or floods, such money would be donated to those victims. Meanwhile, the main part of charitable funding should be utilized for local purposes with several benefits. For example, the process of offering local people assistance may be more transparent and then trustworthy organizations, if they run charity well, could receive more funding from other benefactors. In contrast, giving money to foreign countries may not be supervised well and charitable funding may even be corrupted by some governments.
